San Marino residents can learn more about Measure U, the City’s Utility Users Tax measure, at an upcoming community Town Hall.
Tuesday, September 29, 2026
6:00–7:00 p.m.
San Marino Community Center
Mandarin interpretation will also be available via Zoom.
Why attend? Measure U could meaningfully affect both household utility costs and the City’s finances and services. The Town Hall gives residents an opportunity to hear the details, ask questions, and better understand what a “yes” or “no” vote would mean before the November election.
Then I’d highlight the reasons the issue matters:
- The tax rate would change. The existing Utility Users Tax is 5%; Measure U proposes a 6% rate.
- It represents significant City revenue. At 6%, the City estimates the tax would generate approximately $2.62 million annually.
- The City is projecting budget deficits. Its five-year forecast projects annual structural deficits of roughly $2.1–$2.8 million without UUT revenue.
- Infrastructure is part of the discussion. The City reports approximately $50.7 million in unfunded infrastructure needs, including streets, sidewalks, storm drains and public facilities.
- The money isn’t earmarked for one specific purpose. Because this is a general tax, the revenue goes into San Marino’s General Fund, which supports services including police, fire, emergency preparedness, streets, library, and recreation services.
- The existing tax is approaching expiration. The current UUT expires March 31, 2027, making the November vote consequential for the City’s future revenue.
