The Pasadena Rental Housing Board is considering important amendments to Chapter 9 of its regulations. These amendments would benefit homeowners by exempting owner-occupied single-family homes from the rental registration process.
Currently, these homes are mistakenly included in the registration requirements, creating unnecessary burdens for homeowners who do not rent out their properties. The proposed changes would fully exempt these owner-occupied homes, meaning owners will no longer have to declare their exemption status.
These homeowner-friendly amendments will be reviewed at the Board’s Oct. 17 meeting.
According to a City staff report, “Letters will be sent to these property owners, confirming that they are not required to register unless the home is rented out in the future.” This clarification brings much-needed relief for homeowners who simply live in their homes.
Meanwhile, the Rent Stabilization Department continues its efforts to assist property owners who do need to register. So far, 390 properties have been registered under the rental program, with an additional 159 registrations pending payment. Throughout September, City staff hosted five rental workshops across the city, including at the Jackie Robinson Community Center and Victory Park, to provide direct support to those affected by the rental registration requirement.
Workshops, in-office registration appointments, and outreach efforts will continue through December, with a registration deadline set for December 22. Additionally, the Board has allocated budget resources for new staffing positions to further enhance support for rental stabilization and service delivery.
These efforts, while crucial for rental property owners, should bring peace of mind to homeowners whose primary residence is their single-family home.
